Description
HKUST's GREAT Smart Cities Institute and the Hong Kong Police Force jointly launched STMS to improve urban mobility and safety in the Kwun Tong business area. Funded by a HK$6.8 million grant from the Innovation and Technology Bureau's TechConnect program, the project also involved collaboration with the Transport Department, the Highways Department, and the Kwun Tong District Council's Transport Committee.
The system monitors traffic around the clock, collecting real-time data on vehicle flow, speed, and kerbside parking availability. Advanced algorithms perform automated traffic analysis to deliver dynamic, data-driven management solutions and optimize resource allocation during heavy congestion or incidents. To protect privacy, STMS focuses exclusively on traffic data and deletes collected data within 28 days.
Real-time data collection from 11 CCTV cameras across major streets in Kwun Tong, including Shing Yip and Hoi Yuen Road.
Three subsystems—data collection, data analysis, and information and notification—deliver clear insights into live traffic conditions for operators.
A user-friendly interface with color-coded indicators for traffic flow smoothness and other critical metrics, enabling police and Transport Department personnel to monitor road conditions in real time from their command centers.
i) Designed a high-availability server architecture deployed at Kwun Tong Police Station to support real-time traffic management.
ii) Developed backend for processing live traffic data, integrating with law enforcement tools for actionable insights.
iii) Coordinated with stakeholders to optimize traffic flow and reduce congestion.
STMS received the Bronze Award at the Hong Kong ICT Awards 2025 for Smart Mobility Solutions, recognizing it as an integrated traffic management solution developed in partnership with the Hong Kong Police Force.
